Ryan, why do you need this feature in development? It's good to track mail this way in production, where you have delivery to real recipients and following open rate. But in development all mail are caught by Mailtrap and don't go to real recipients, so you will receive 100% delivery rate (if your application sends mail properly and Mailtrap works correctly).
